Eliana is a highly skilled professional of the Dominican aviation sector, having served as the national director for the department of passenger facilitation (an ICAO Annex), for the Civil Aviation Board (JAC in Spanish), and who oversaw the proper implementation of several new programs in the civil aviation system. Among her most important functions were the supervision of the Commission of Aircraft Accident Investigation (CIAA in Spanish).
