The Captains Council recommends that the Dominican airport authorities establish a humanitarian aid program for stranded passengers in airports. In the recent days a severe winter storm has caused havoc in the United States, creating a massive air travel disruption that has affected the Dominican Republic. This disruption has stranded thousands of people in airports, including families that in some instances have traveled far distances to the airports.
We understand this is not a legal requirement and it is not a common service in all airports, but under special circumstances airports in other counties have taken these types of measures to help families in need. We recommend that the operation includes foldable beds, small mattresses, food and cellular charing, for passengers with confirmed tickets and priority be given to families with children.
A joint operation could be arranged with humanitarian agencies like the Red Cross, the Civil Defense and the COE. These institutions have plans and equipment for emergency refuges during national disasters.
